Mystery Booster Commander Edition: Rules Changes, Legality and How to Get It

By the Gamecodely editorial team · Updated

Wizards' October 19, 2026 update bulletin for Mystery Booster Commander Edition changes a few Magic rules: a new rule (903.5e) makes rulebreaker abilities work before the game starts, but only on your commander; meld cards are no longer double-faced cards (new rule 713); and Tolabow, Loch Rascal gets clearer rules text. The 60 new cards (MBC #1–60) become legal in Commander on November 13, 2026, and in Legacy and Vintage on January 1, 2027. Playtest and acorn cards aren't legal in Constructed. The set's first wide release was Festival in a Box: Atlanta 2026 ($249.99, now no longer available); otherwise it's at MagicCon events, starting with Atlanta on November 13–15.

What the October 19 update changed

The update bulletin lists the rules changes that come with Mystery Booster Commander Edition. Most are organisational; these are the ones players notice:

Rule What changed Does it change how you play?
903.5e (new) Rulebreaker abilities work before the game begins, but only if that card is your commander Yes. It's what lets rulebreaker decks exist
207.2c Rulebreaker added to the list of ability words No (it has no rules meaning on its own)
205.3j Seven new planeswalker subtypes: Arzakon, Dyfed, Feroz, Greensleeves, Sifa, Thomil and Worzel Only for cards that care about subtypes
712 / 713 (new) Double-faced card rules reorganised; meld cards move to the new rule 713 and are no longer double-faced cards Yes, for a few cards: anything that says "double-faced card" (such as Overgrown Pest) no longer affects meld cards
201.4f When you name a card, you can name the Adventure of an adventurer card Clarification
608.2g If an effect lets you cast several spells while it resolves, you cast them in any order you like Clarification of a long-standing rule
614.13a Merged with the old 614.13b; now covers objects entering or leaving any zone Edge cases only
122.1g Updated to match 704.5w (a non-Siege battle with 0 defense counters goes to the graveyard) No

The bulletin doesn't touch the Commander banned list or the Game Changers list.

Tolabow, Loch Rascal's new text

Wizards rewrote Tolabow's rulebreaker ability because the printed wording was confusing. The rules (Oracle) text now reads:

Rulebreaker — If Tolabow, Loch Rascal is your commander, the color identity of instant and sorcery cards in your deck can include one color of your choice not in your commander's color identity, and your deck can have any basic land cards.

The old wording said "instant and sorcery cards of one additional color". Whatever your copy says, play it with the new text.

Which Mystery Booster Commander cards are legal?

Cards Commander Legacy / Vintage Standard, Pioneer, Modern
60 new cards (MBC #1–60) Legal from Nov 13, 2026 Legal from Jan 1, 2027 Not legal
Reprints Same as before Same as before Same as before
10 acorn cards (MBC #61–70) Not legal Not legal Not legal
121 playtest cards Not legal Not legal Not legal

Playtest cards are only for Mystery Booster Limited events, such as Commander Draft with these packs.

Rulebreaker commanders

Rulebreaker is a new ability word on some of the new commanders. Each one breaks one deck-building rule, only when that card is your commander and only before the game starts. It doesn't lift any rule it doesn't mention: Seluma, for example, still doesn't let you play two copies of a card. Examples from the release notes:

Commander What its rulebreaker lets your deck do
Seluma, Light of Aysen (white) Play Angel cards of any color identity
Whtz, the Bibliophile (white-blue) Ignore the maximum deck size
The Everforger (colorless) Play artifact creature and Equipment cards of any color identity
Maular, the Next Evolution (green) Play creature cards with mana value 7 or more of any color identity
Tolabow, Loch Rascal (blue) Instants and sorceries can include one extra color
The Unluckiest Planeswalker (red) Play Aura cards of any color identity (it can be your commander)
Valko Indorian (black) Play Phyrexian cards of any color identity (the creature type, not Phyrexian mana)

All of them also let the deck use any basic lands.

What's in a pack and a box

A box has 24 boosters. Each booster has 20 cards:

  • 15 commons or uncommons: 3 of each color
  • 1 reprint wildcard (any rarity)
  • 1 rare or mythic rare reprinted commander
  • 1 new-to-Magic commander (95.25% non-foil, 4.75% traditional foil)
  • 1 Future Sight-frame card or, rarely, an acorn card (under 1%)
  • 1 playtest card

Across the set there are more than 2,000 possible cards, including 60 new-to-Magic cards, 121 playtest cards and 10 acorn cards.

Commander Draft rules (short version)

  1. Each player needs 3 boosters. Open one, take two cards, pass the rest left. Repeat until the pack is gone.
  2. Pack two passes right, pack three passes left. You end with a 60-card pool.
  3. Build a deck of at least 60 cards including your commander, plus any basic lands. Your cards must match the commander's color identity, but duplicates are allowed.
  4. Any commander with one color or none that doesn't already have partner is treated as having partner, so you can pair two.
  5. No commander in your colors? You can always play a two-color deck: add a color to your deck's identity (or two, if you have no usable commander).
  6. Best with 8 drafters split into two 4-player games.

Frequently asked questions

What changed in the Mystery Booster Commander update?

The Oct 19, 2026 bulletin added rule 903.5e (rulebreaker abilities work before the game, only on your commander), made rulebreaker an ability word, added seven planeswalker subtypes, moved meld cards out of the double-faced card rules (they're no longer double-faced cards) and updated Tolabow, Loch Rascal's rules text.

Are Mystery Booster Commander cards legal in Commander?

The 60 new cards (MBC #1–60) are legal in Commander from November 13, 2026, and in Legacy and Vintage from January 1, 2027. Reprints keep their old legality. Playtest and acorn cards aren't legal in Constructed formats.

What is rulebreaker in MTG?

An ability word on some Mystery Booster Commander legends. If that card is your commander, it changes one deck-building rule, like playing Angels of any color. It works only before the game begins.

Are meld cards double-faced cards now?

No. Since the Oct 19, 2026 update, meld cards have their own rule (713) and aren't double-faced cards, so cards that care about double-faced cards, like Overgrown Pest, don't see them.

How many packs are in a Mystery Booster Commander box?

24 boosters of 20 cards each. Commander Draft uses 3 packs per player, so a box covers 8 drafters.

When is Mystery Booster Commander Edition released?

Its first wide release was Festival in a Box: Atlanta 2026, which went on sale on Oct 19, 2026 and is no longer available. It's also at MagicCon events, including MagicCon Atlanta, Nov 13–15, 2026.

How much is Festival in a Box: Atlanta 2026?

$249.99, limited to 2 per customer, on Secret Lair. It's now listed as no longer available; orders start shipping on October 21, 2026.

Does the update change the Game Changers list?

No. The Oct 19 bulletin only covers Comprehensive Rules changes and Tolabow's Oracle text.
